EU leaders visit Kyiv for Ukraine talks

Kaja Kallas, António Costa, and Marta Kos visited Kyiv on Sunday to discuss scaling up EU support for Ukraine. This surprise trip marked Kyiv as the first foreign capital visited by the officials in their new roles.

Concerns about reduced U.S. support loom as President-elect Donald Trump prepares to take office in January. Trump has criticized U.S. aid to Ukraine and suggested he could end the war by pressuring Ukraine to concede territory to Russia.

Zelenskyy reiterated his call for more weapons and financial support to counter Russian aggression during the discussions.

EU Pledges Financial Aid and Sanctions

After meeting Zelenskyy, Costa detailed the EU’s financial aid package for Ukraine. He stated that the bloc had funded repairs to a third of Ukraine’s electricity generation capacity.

“This month, the EU will provide Ukraine with an additional €4.2 billion to support its budget,” Costa announced. Starting next month, the EU plans to send €1.5 billion monthly for a year, potentially using proceeds from frozen Russian assets.

Costa did not clarify whether the funding was entirely new or part of earlier commitments. In May, EU member states agreed to use interest earned on €210 billion in frozen Russian central bank assets for military and rebuilding aid. These funds, largely held in Belgium, generate about €3 billion in annual interest.

Costa also revealed plans for a new sanctions package against Russia. “We are preparing a 15th sanctions package to further weaken Russia’s ability to wage war,” he said, without specifying targets.
